The Sovereign Street site (Queens Hall temporary car park) is a high profile development opportunity at the heart of Leeds city centre, close to the railway station and the waterfront.

The Sovereign Street Planning Statement sets out the council's aspirations for new high quality buildings and greenspace on this site, with potential to connect northwards to the prime shopping and office quarters of the city centre, and southwards to the riverside and the proposed city centre park on the South Bank of the River Aire.

Following a consultation period during February and March 2011, a revised Sovereign Street Planning Statement was adopted at the Executive Board in July 2011.
