Animal health and welfare licences

We regulate certain business activities which involve animals to safeguard animal health and welfare. We do this by issuing licences and carrying out inspections to make sure welfare regulations are complied with.

We give licences for

  • animal boarding kennels 
  • dog breeding
  • pet shops 
  • riding stables 
  • zoos 
  • performing animals
  • dangerous wild animals

You can download most of our application forms from this page however, if you wish to apply for either a zoo licence or a licence for home boarding cats, please contact an animal welfare officer in the health and safety service on 0113 247 7791.

If you would prefer to speak to an animal welfare officer before applying for your licence please telephone 0113 247 7791 or contact us via email at env.health@leeds.gov.uk. If it is the first time you have applied for a licence you may wish to speak with an animal welfare officer or arrange a site visit before you make your payment.

All applicants must read and be satisfied they can abide by the appropriate model conditions for their type of business. Copies of the model conditions are available by contacting an animal welfare officer.

When you apply for your licence you can enclose a cheque (made payable to Leeds City Council) with your application form or you can pay by debit or credit card over the telephone by calling 0113 247 7791 or 0113 247 6137. If you are paying by telephone and you received your application forms by post please quote the reference number on the covering letter. If you downloaded the form from this web page we will give you a reference number at the time of payment.

The cost of each of the licences is reviewed in April. The fees up to the end of March 2012 are shown below.
