What is Leeds City Council’s role in an emergency

Leeds City Council’s role is to support the emergency services and care for the needs of the people and communities affected by disaster.

Minor emergencies
Every day the Council assist the emergency services in dealing with minor incidents.

Services may include:

  • Clearing debris after road accidents
  • Boarding up Council property after a burglary
  • Road gritting in winter

Major emergencies
The Council also assist the emergency services in disaster or major emergencies, see also the ‘What is likely to cause a major emergency’ page.

Services in a major emergency may include:

  • Establishment of a rest centre
  • Providing transport and feeding evacuees
  • Assistance to vulnerable establishments

In all cases, the Peace and Emergency Planning Unit (PEPU), through the implementation of its emergency plans, will mobilise and co-ordinate the deployment of Council expertise, material resources and welfare resources to support the emergency services.

After a major emergency
The Council will provide a leadership role to:

  • Rehabilitate the community
  • Restore the environment to encourage a return to normality.
