Building regulations charges

Charges are payable in one or two stages depending on whether you deposit Full Plans or follow the Building Notice procedure. Charges are subject to VAT at the standard rate.

All cheques should be made payable to Leeds City Council

Full Plans

  • Plan Charge - Payable when plans are deposited.
  • Inspection Charge - Payable by the applicant following the first inspection of work.

Building Notice

  • Building Notice Charge - Payable when the notice is deposited. This is equal to the sum of the Plan and Inspection Charge, which would apply if the full plans procedure had been followed.

Regularisation Certificate

  • Regularisation Charge - Payable when the application is deposited. (Building Notice Charge + 20% but VAT exempt).

Please note:

  • An application is not valid unless the Local Authority has received the appropriate plan charge.
  • If a plan shows an extension and alterations, then a charge for each type of work is required.

Exemption from charges - charges are not normally payable in respect of: -

(a) Work that consists of an alteration which is solely for ensuring that a disabled person benefits from that work. This applies only to dwellings or public buildings. An exemption form should accompany the application.


(b) Where plans have previously been submitted and a plan charge has been paid for the same work.

Charges are calculated by referring to the following schedules: -


Schedule 1 Erection of small domestic buildings (dwellings up to three storeys and a total floor area not exceeding 300 square metres).


Schedule 2 Certain domestic alterations, extensions, garages and carports.


Schedule 3 All other work where Schedule1 and Schedule 2 do not apply.

 

Schedule 1 These figures do not include VAT (which is payable).

Notes.

(1) A ‘small domestic building’ is a building intended to be used as one or more dwellings which does not exceed 300m2 total floor area, and which does not have more than 3 storeys.

Notes.

(1) Where there is more than one extension and/or room in a roof shown on the same plan, the floor areas are added together and the charge is calculated on this total floor area. Where this total area exceeds 60m² there is a minimum plan charge of £137.00 and an inspection charge of £616.60.

(2) Floor areas are calculated from the internal dimensions of the building.

(3) For the erection of a carport see the reference to garage.

Notes.

(1)  For work where the estimated cost exceeds £20,000 please contact us to discuss the charges required Telephone (0113) 2478097 or 2478209.

(2) Our schedule of charges are based on the estimated cost of work therefore a written estimate must be provided by an experienced builder/contractor. DIY or self-build costs are not acceptable.

(3) The estimated cost should only include an estimate of the cost of those items of work, which are subject to control under the building regulations. Please contact us to discuss those items in relation to your scheme, and any plan charge reductions that might apply to your scheme.

(4) Formulae definitions the formulae gives the total charge.

Cost  = Estimated cost of the work (see Notes 3 and 4 above), rounded up to the next whole £1000

Plan Charge = 25% of Total Charge

Inspection Charge = 75% of Total Charge.

Please Note VAT  should be added to your plan charge and inspection charge.
