Leeds City Council is making a major contribution to the regeneration of Little London and Beeston Hill & Holbeck through a Private Finance Initiative (PFI). The Council has been awarded PFI credits by the government and is now undertaking the procurement of a contractor for the works.
The PFI contract with the private sector will be for the refurbishment of Council properties, construction of new Council homes, some environmental improvements and maintenance of all elements over a 20 year period. In addition, the Council will dispose of some land within the project areas to a developer for the construction of new private homes for sale, to include affordable properties on selected development sites. The PFI regeneration project contributes to the wider regeneration plans for Little London and Beeston Hill & Holbeck.
The partnership
The regeneration of Little London and Beeston Hill & Holbeck is being led by Leeds City Council in partnership with the Arms Length Management Organisations (ALMOs) which are not-for-profit companies set up by the Council to manage and improve Council housing stock. West North West Homes Leeds is the ALMO for Little London and Aire Valley Homes Leeds is responsible for Beeston Hill & Holbeck.
Where are we now?
Leeds City Council is currently managing the appointment of a housing regeneration consortium with three bidders. The successful bidder will be contracted to carry out the refurbishment works, new build and repairs and maintenance of Council homes for 20 years. The procurement process is complex and a stringent set of standards have been set by the Council to ensure the works and services are delivered effectively and efficiently giving best value for money. On-going consultation with the community will also make sure that the final agreement between Leeds City Council and the chosen contractor is relevant and specific to local needs.
Proposed timings
June – Oct 08
Three of the bidding contractors will be invited to submit Detailed Solutions for the works in response to the Council’s bid requirements.
Dec 08 – March 09
Two contractors will be selected to go through to a Refinement of Solutions phase.
April 09 – Sept 09
A bidder will be selected followed by completion of financial arrangements and awarding of contract.

We are calling for volunteers from Little London and Beeston Hill & Holbeck to be part of a Community Advisory Group which will provide a valuable input into the regeneration process. As part of this group you will visit other housing developments, be involved in design workshops and represent the views of your community in the project.
