The neighbourhood

Beeston Hill & Holbeck are neighbourhoods located to the south of Leeds city centre with good access to the motorway network. Holbeck lies immediately adjacent to Holbeck Urban Village providing a link to the city centre.

Much of the housing developed from the late 19th century to serve the industrial areas of South Leeds and includes a concentration of older through-terrace and back-to-backs, mostly privately owned or rented to private tenants. There are also significant numbers of council or housing association owned terrace properties and large areas of purpose built council housing, including tower blocks and low rise maisonettes, which will form the focus of the housing regeneration.

The proposed clearance of unsustainable and low demand properties, refurbishment of existing properties and construction of new housing will greatly improve the quality of housing, help meet future housing needs and bring uplift to an area currently with high levels of deprivation. In Beeston Hill and Holbeck the housing regeneration contributes towards a comprehensive regeneration strategy that is being developed for this area of South Leeds.

The PFI regeneration priorities for Beeston Hill &Holbeck are:

  • Refurbishment/conversion of  approximately 300 Council properties.
  • Demolition of 685 Council properties.
  • Conversion of a sheltered housing scheme with 30 bedsits into 24 self contained flats and ongoing maintenance during the contract period.
  • Construction of up to 350 new Council homes
  • New private homes for sale.
  • Repairs and maintenance service for new Council homes and refurbished properties for a period of 20 years.
  • Some environmental improvements.
  • Refurbishment of some council owned garages.
