Who needs a street collection permit?

Organisations who are planning to hold a collection of money, or a sale of articles for charitable purposes should apply to the Entertainment Licensing Section for a Street Collection Permit.

When can I make an application?

Applications for street collections should be made at least one month before the proposed date of the collection (and not more than one year in advance). Applications for a collection in the following year are only accepted from November of the current year.

Are there any limitations?

1. The policy of the council is not to permit more than one organisation to collect in the same area on the same date.  It is important that the proposed area(s) of collection is indicated on the application forms.

2. Major collections (i.e. those covering a large proportion of the Leeds City Council area) will only be granted:-

 (a) to registered charities with a bona fide branch in the district

 (b) to organisations which have sufficient resources to reasonably cover the whole area

 (c) once per year for each organisation

3. Minor Collections (i.e. those covering a fixed location or suburb of the city, or following the route of a procession) will only be granted:-

 (a) to registered charities with a bona fide branch in the district.

 (b) to local groups which are seen by Licensing Committee to serve the needs of the residents of the city.

How much will it cost?

There is no charge for a street collection permit.

What else will I need to do?

After the collection has been held, a return form, signed by an accountant, detailing the amount collected and any expenses incurred, needs to be submitted to the council within one month. The relevant return form will be sent when your permit is issued.
