Leeds City Council administers and issues a variety of licences, registrations, approvals and permits relating to various activities and businesses. The council acts as the regulatory authority for these activities, which range from placing a builder's skip on the highway to moving animals.

We consider licence applications against criteria set out in the relevant legislation governing the particular area of activity. Where appropriate, licences are issued with conditions attached and the council carries out inspections to make sure that the person or business holding the licence complies with those conditions.

New licensing laws

  • New laws governing the sale of alcohol, public entertainment and late night opening hours for food outlets are now in place under the Licensing Act 2003. To find out more about this Act of Parliament and its implications, please visit the Licensing Act 2003 pages.

  • The Gambling Act 2005 is also being phased in over the next two years (2006-2007) and will change the way gambling is licensed in Great Britain. As the licensing authority for Leeds, we will be working with the new national gambling regulator, the Gambling Commission.
