The Lower Kirkgate Planning Statement identifies basic objectives for the sensitive regeneration and restoration of this area, in accordance with local, regional and national planning, heritage and regeneration policies.

Appendix 1: a list of background documents including relevant national, regional and local planning policy

It describes the local historic context and identifies buildings of architectural and historic  significance. In addition, a vision for Lower Kirkgate is outlined relating to partnership working, urban design, public realm improvements, connections within the site and neighbouring areas with Leeds city centre.

Following public consultation in 2009 and 2011, the document was adopted as informal planning guidance in August 2011 to guide the preparation of refurbishment and new development proposals. The statement will also be used as informal planning guidance for the Lower Kirkgate Townscape Heritage Initiative (THI) bid to the Heritage Lottery Fund (HLF) and help in achieving the conservation/heritage led regeneration of the area.

As a companion to the Lower Kirkgate Planning Statement, a document called the Strategic Environmental Assessment (SEA) was produced.  This European directive incorporates a system of environmental considerations into policies, plans and programmes.
