Leeds City Council has developed a protocol for collaborative working between the Public Private Partnership Unit (PPPU) and City Development (CD) for the efficient delivery of the council’s PFI Programme.
The context for the Protocol is provided by the expanding PFI programme for Leeds which is regarded as an exemplar nationally. There is a specific need to ensure that the Council’s priorities and investment in physical projects will support much larger programmes of transformation by public and private sectors in the city. The growing PFI programme, even in the current economic climate, offers major opportunities as it expands from £500m in construction to an anticipated £1.5bn over the next few years.
The protocol is intended as a guide to PPPU project managers working in partnership to deliver the technical input required to achieve specified stages in the PFI process.
